At no time prior to the June 8, 1988 deadline was the <br />property used for a boat sales/nautical shop or any other <br />use that v;ould have been permitted under the applicant's <br />conditional use permit. <br />17. In a letter dated August 16, 1990, James H. Gilbert, <br />applicant's attorney, notes as follows: <br />"My client will never concede that there has been a <br />lapse of commercial use on this property. There is no <br />question because of other hardships relating to the <br />Marina, there has been a decreased use, but there has <br />been a continual use of this property for commercial <br />purposes related to the Marina business.
