Septic System Management Program <br />August 24, 1990 <br />Page 8 of 16 <br />In the case where an installer commits errors, there <br />are some mistakes that can't be rectified, hence a <br />strong septic program must have as a goal, to work with <br />installers every step of the way, requiring pre ­ <br />construction meetings on the site, inspections at each <br />stage of construction (without relying only on the <br />contractor to call for inspections), and providing a <br />level of inspection service to the residents that our <br />Comprehensive Plan goals demand. This service cannot <br />be adequately provided by part-time temporary staff nor <br />by full time staff devoted primarily to duties other <br />than the septic program. <br />c) Residents expect record keeping that is up to date, <br />cleax, accurate, consistent SLod readily available- <br />As noted before, our record keeping is in arrears, and <br />with a new inspector each year, accuracy is suspect <br />’while consistent interpretation of system conditions <br />. and site capabilities is lacking. Record availability <br />is at least good, but the card file system is becoming <br />outmoded and unwieldy. Compute "ization of these <br />records would be a long-term goal. <br />d) Residents expect existing system inspections on a <br />regular basis, a consistent staff person each time the <br />system is inspected, a year—to—year redundancy that <br />provides at least a minimal comfort level that the <br />system has been "OK'd" and isn't causing any <br />discernible pollution or health problems. <br />Regular inspections by the same person each time will <br />result in a better analysis of changing system <br />conditions through the years. Our inspections have <br />been irregularly spaced at best. With a stated goal of <br />visiting each system at least once every 2 years, we <br />have failed to come even close. In the 12 inspection <br />seasons since the program started, a majority of pre­ <br />existing systems have been inspected 3 times, many 4 <br />times but few more than 5 times.(J
