1Septic System Management Program August 24, 1990 <br />Page 3 of 16 <br />During inspection seasons 1981 through 1983, inspections of <br />existing systems were done by Mike Gaffron on a part-time <br />consultant basis, devoting approximately 750 hours per year to <br />the program. In 1984, Lyle Oman performed summer inspections <br />along with duties in the Building Inspection and Street <br />Departments. In 1985, Lyle's duties in the Building Department <br />increased and the number of existing system inspections <br />decreased. For inspection seasons 1986, 1987 and 1988, a summer <br />inspector was hired for the sole purpose of inspecting existing <br />systems. The summer inspector in 1987 also assisted with some <br />zoning applications; hence the inspections were somewhat less <br />than years 1986 and 1988. <br />In 1989, no summer inspector was hired and the remaining <br />full-time staff were able to devote no significant time to <br />inspecting existing systems. The only such inspections completed <br />in 1989 resulted from requests by homeowners or realtors for <br />refinancing or mortgage purposes. <br />In June 199C a summer inspector was again hired for existing <br />system inspections. It is expected that approximately 550 <br />systems will be inspected in 1990. <br />Review of new system plans and inspection of new <br />installations has continued to be done by full time Building and <br />Zoning Department staff, as has the review of site evaluations <br />for proposed subdivisions. <br />(2'
