11190.3 <br />TO: Mayor and City Council <br />FROM: Mark E. Bernhardson, City Adninistrator \J <br />DATS: November 2, 1990 <br />SUBJECT: Highway 12 Corridor <br />Attachment: A. Highway 12 Corridor Study Letter Dated 10/30/90 <br />ISSUE - <br />1. Present to Council the information regarding potential initial <br />layouts. <br />2. Prepare reaction to those initial corridor located as to <br />locations within the community. <br />3. Determine if it is an approrpiate time for a workshop to <br />review issues and material with City Council/ Citizen Committee <br />and interested community members and if so when. <br />INTRODUCTION - At the meetings held in October the mapping <br />"Attachment A was presented with the indication that it showed the <br />.1 ’routes that initially people had talked about. The intent of the <br />routes was not to limit the scoping study to this but as a point <br />of discussion and that new routes and alternatives to these could <br />be developed during the process. <br />DISCUSSION - Corridor Information - As you will note three of the <br />five major routes are partially or totally within Orono between <br />the Wayzata border and the Maple Plain border. Over half of the <br />current corridor is in Orono. Two of those three routes in Orono <br />place it all in Orono, with Orono then sharing the burden of the <br />entire relocation. <br />Relocation substantially outside the current corridor will cause <br />dislocation of existing land uses that are highly dependent and <br />create pressure for new land uses which have not had a highway <br />near them either in the short or longterm. Such a relocation <br />will have deleterious effect on the commercial business that is <br />highway dependent. <br />At thi point, the level of review requested by the consultant is <br />for each City to see what cheuiges could be made to each of these <br />corridors by themselves to make it a more acceptable corridor to <br />the community. These are currently being reviewed in light of <br />the wetlands mapping, etc. <br />^ * <br />An additional consideration, should a portion of the current <br />route be used, is where traffic will go during construction and <br />what provision will need to be made at some point for that.
