Bernhardson, City Administrat <br />September 14, 1990 <br />SUBJECT: Comprehensive Plan Responses <br />ISSUE - Present to Council proposed changes in response to Metro <br />Council's transportation and sewer chapters. <br />INTRODUCTION - At the beginning the City had explored possible <br />changes including those related to public and private streets and <br />what changes, if any, might be to areas for possible sewering, <br />such as Stubbs Bay that are currently not sewered. <br />Transportation - Given the current highway corridor study it is <br />recommended that the response to Metro Council indicate such and <br />that once complete the City will develop any amendments that may be <br />needed to its comprehensive plan. As you are well aware, the <br />Highway 12 corridor study could have a substantial impact on the <br />transportation facilities in the community and it would be prudent <br />to await the outcome of the study of the corridor. That may have <br />the most substantial change on the transportation in the community. <br />Sewering - Apart from incorporating areas that have been sewered in <br />the past that are currently not included in the comprehensive plans, <br />and possible minor changes to the code in order to comply with the <br />on-site treatment requirements, no other changes are recommended n <br />response to sewer at this time. <br />ACTION ALTERNATIVES - <br />1. Determine what changes should be brought forth for Planning <br />Commission consideration. <br />2. Table. <br />3. Take no action. <br />POLICY - <br />1. Undertake a minimal response including the comprehensive <br />update to the MUSA line in the community based on areas already <br />sewered. <br />2. Undertake substantial modifications in response to these <br />plans. <br />RECOMMENDATION - It is recommended that a minimal Response <br />through a minor comprehensive plan be processed through Planning <br />Commission and Council for submission to Met Council. <br />At this time the City does not have sufficient data to amend any
