If the Planning Commission finds a practical <br />difficulty has not been demonstrated for the keeping of farm animals on the property, and the <br />CUP is contingent on approval of the variances. The CUP and variances can be denied with one <br />motion. <br />2. Approve the CUP and variance requests as applied. If the Planning Commission finds the keeping <br />of pigeons on the property in the proposed location is reasonable, both variances and the CUP <br />should be approved together with one motion. <br />Staff does not recommend making a split motion as the findings of a denial for the requested variances <br />effectively negates the approval of the CUP. <br /> <br />Planning Staff Recommendation <br />Staff recommends denial of the variances.
