The applicant will be required to obtain the following permits and provide a copy of any <br />approvals required prior to Final Plat approval: <br />a. Minnehaha Creek Watershed District (MCWD) <br />b. NPDES General Construction Permit <br />4. Consideration should be given to platting the proposed road as public instead of private. North <br />Arm Lane south of the site is a public road, and this is an extension of that road. Also, it <br />provides a much-needed turnaround for this location. North Arm Lane is on the City’s <br />Pavement Improvement Plan in the next couple of years, and the entire road could be improved <br />to a 24’ width to meet City standards. <br />5. The required cul-de-sac radius is 40 ft for pavement and 50 ft for ROW. The proposed cul-de- <br />sacs adequately indicate radii of 45.7 ft and 50 ft accordingly. <br />6. The minimum radius allowed for a horizontal curve on a private or public residential street is <br />275’. The proposed layout includes a 25’ radius curve after connection to the existing road. <br />This radius is too small for larger vehicles to traverse. The layout should be revised to provide a <br />design meeting City requirements. <br />7. The applicant will be required to submit a Maintenance Agreement for all stormwater <br />management structures and facilities. The agreement must define maintenance responsibilities <br />following completion of project, specify types and frequencies of inspection and maintenance <br />activities, designate who will conduct inspection and maintenance activities, and outline <br />reporting requirements. The Agreement should be recorded with the County per the City’s <br />approval process. <br />8. Drainage and Utility Easements should be provided as follows: <br />a. Over all stormwater management facilities used to meet regulatory requirements, including <br />access routes. <br />b. Over all wetlands, creeks, and buffers. <br />c. All swales, structures, and piping providing drainage for multiple properties. <br />d. 5’ along all side lot lines, unless adjacent to Development boundary. <br />e. 10’ along all front lot lines, rear lot lines, and adjacent to Development boundary. <br />9. Additional comments may be forthcoming as updated elements are provided.
