While Outlet D has been widened at the southeast <br />corner, the topography at tnat location is relatively steep <br />(14-16% slopes) and would not allow development of a full <br />cul-de-sac without major excavation and tree removal. <br />With respect to the cul-de-sac location, two houses will use <br />a single 800' long driveway for access, while the McCloud <br />property will share as a third user of that driveway for the <br />first 100 ’, then split off directly east towards his <br />property. It would seem that the topography of the site <br />might be considered as sufficient justification to allow <br />construction of the loop as proposed, allowing the driveway <br />configuration proposed to serve 3 houses for a short <br />distance. <br />4, The City Engineer has reviewed the plat and has recommended <br />that a drainage easement be taken over the portion of Outlot <br />B which separates Lots 1 and 2; and an additional drainage <br />easement 30' in width over the drainage way running from <br />south to north within Lot 1. Block 1. <br />5. Outlets A and B are intended as open space outlets, and the <br />applicant intends to provide covenants for the ownership and <br />use of those outlets by a homeowner's association. The <br />homeowner's association will also be responsible for <br />maintaining Outlets C and D. The road and driveway outlets <br />were separately designated not only for the purpose of <br />defining what is private road and what is private driveway, <br />but to aid in drafting maintenance agreements for the <br />various segments. <br />The existing 60* "Reiersgord easement' <br />released by Mr. McCloud. <br />is intended to be <br />Discussion <br />Because this application has seen so many revisions and <br />variations, a brief chronology of action to date may be helpful <br />to keep this current proposal in perspective: <br />1. 9/22/89 - .Applicant proposed a 3 lot plat of the 17 <br />acre property. <br />2. 10/16/89 - Planning Commission tabled the request; <br />applicant advised to consider a PRD; 50’ road outlot <br />corridors need to be platted including access corridors <br />to Reiersgord, Asao and Deters properties; Lot 1 to be <br />revised so it contains the alternate drainfield site.
