Loucks suggested that an overview of impacts by alternative be <br />compared to the Issues/Goals/Concems paper - Dallam added that after the other <br />committees have reviewed the alternatives, the environmental mapping is prepared, and the <br />detailed layouts are complete, then an evaluation will be made to compare them. <br />Comments were then received from the audience, with responses from Hay, Dallam, and <br />Knutson: <br />Q: <br />A: <br />Q: <br />A: <br />Q: <br />A: <br />Q: <br />A: <br />Q: <br />A: <br />Q: <br />A: <br />Are there economic and environmental savings to be had from using existing <br />roadways for right-of-way? <br />Taere are right-of-way savings, but design standards still require additional right-of- <br />'vay and consequential environmental impacts, and the existing pavement and <br />roadbed would most likely be replaced. <br />What are the long-term state goals for highway right-of-way? What futire needs will <br />be used as a basis (for this project)? <br />2010 is forecast design year for this project, based on Mn/DOTs 20 year forecast <br />des’«;n policy (also of Federal Highway Administration and Metropolitan Council). <br />What precaution wi!^ be used to avoid railroad right-of-way? <br />Special considerations “ i.e. bridging - may be used. <br />Can four lanes be used thi^u-ab Txng Lake? <br />Based on the aerial photos, yes; but it appears to be very tight. <br />Can a specific area (in Long Lake) first be measured (for right-o >way) to determine <br />if there will be impacts? <br />No - impacts are measured from the prepared layouts of the atematives and then <br />tabulated accordingly. The severity of the impact would be based on the minimum <br />right-of-way needed for the particular design used. <br />Can cemeteries be avoided? <br />'Fhere are legal ramifications involved in taking cemeteries for right-of-way. There <br />are no examples in Minnesota where graves have been moved for a highway.
