Councilwoman JoAnne Herr, the
planning staff and Orono City employees made representations
that Lot 17 was buildable and that there would be no problem
in obtaining a building permit. Hennepin County was placing
Lot 17 up for auction and it was the City's desire to have
the Cuff's purchase the lot instead of a prospective
developer. The lot was undersized and any development would
have required a variance. In order to avoid a variance
application the City suggested that Ms. Cuff purchase Lot
17.
