October 21, 1990 <br />ocr <br />i$ao <br />Mayor and Council Members <br />City of Orono <br />Box 66 <br />Crystal Bay, Minnesota 55323 <br />Honorable Mayor and Members of the Council: <br />The attached poll/petition was taken of accessible property owners <br />who would be financially affected by the proposed Navarre Heights <br />storm sewer project. It reflects that a majority of property owners <br />are not in favor of the project as presently proposed. The signa <br />tures on lines 10, 11, 15 and 16 are from people who did sign the <br />Cuffs' petition but who have since withdrawn their support. Addi <br />tionally, the first name on the Cuffs' petition, Donna (Bouchie) <br />Meyers should also be removed as she moved out in the Spring of 1989. <br />We are not unsympathetic to the Cuffs' desire to build a garage <br />on their extra lot and would offer t 3 following solution to the <br />Cuffs and the City for consideration <br />Grant a building permit to the Cuffs to place a garage on the eastern <br />boundary of the lot (opening to the west), and as far north as <br />needed to accomodate the depth of driveway needed. Make the permit <br />contingent on their regrading the western side of that lot to restore <br />the natural drainage that existed when they made their lot purchase. <br />Their present driveway would probably have to be removed as well <br />to reduce the amount of hardcover and to aid drainage. <br />We feel that this alternative would offer the Cuffs the garage and <br />driveway they want, the majority of the rainwater would again drain <br />off the street benefitting the City and nearby residents, and this <br />could be accomplished without assessments having to be made to the <br />entire neighborhood.
