INC. <br />DT: JUNE 11. 1990 <br />RE: MUNICIPAL FACILITIES <br />CITIZENS ADVISORr COMMITTEE <br />INTERIM UPDATE <br />crrfOf <br />-^=CNO ] <br />m 1 3 1990 <br />At this point in the Citizen’s Advi^ ~ Committee effort, the group is at the half-way point in their <br />work on the municipal facilities is; ..cc The committee met on May 7 and May 24. At those <br />meetings, approximately 80% of the committee were in attendance. The attached attendance list <br />represents the final committee membership and those who attended each meeting. A number of <br />issues have been reviewed with the committee. The citizen’s committee was briefed that their work <br />was to review the spectrum o^ ssues involving the City’s facilities from the services provided by the <br />City through cost and building image The consultant and staff role was to illustrate the various <br />options that were under discussion and that the committee was free to ask for additional options <br />plus challenge any of the work done to date. The staff and consultant ’s role was to help facilitate <br />the committee's efforts and that they were not specifying any particular direction for the <br />committee. The committee ’s goal was to provide a recommendation to the council on the most <br />appropriate facility size, location, cost and image for Orono. <br />The committee has worked very diligently through the first two meetings with considerable <br />enthusiasm and interest. They have dealt with the following issues: <br />1. A tour of all of the existing facilities with staff discussion on how they were used and what <br />were the problems. <br />2. Review of the current City services in relationship to the number of staff and what cities are <br />required to provide for services. Detaii discussions on the staffing and cost for providing <br />service contracts with the adjoining cities for services in building inspections, police, etc <br />Other areas were discussed with regards to the projection of staffing based on the <br />population projections for Orono. <br />3. The committee reviewed the current Orono staff projections as prepared by staff and <br />consultant. The Orono population projection for the next 10-15 years was discussed at the <br />9-10,000 range. The consultant presented comparisons of other cities similar to Orono <br />with regards to population and staffing. <br />i, .i
