"In order to minimize the adv --le effects of development and redevelopment, <br />the LMCD, the Watershed Dis -t, and the DNR shall develop one or more <br />interagency agreements to assure shoreland management protections are <br />developed, and enforced, that are consistent with restrictive local <br />ordinances." <br />This could include advise and counsel to the DNR in their regulatory <br />programs on the lake. <br />8. Orono is opposed to changing the governing body of the LMCD by adding <br />additional agency members. <br />Sub-point: <br />a. The impact of the four agencies will be disproportionate to their <br />numbers. <br />RESPONSE: <br />If there is to be • .»gional funding for lake programs, the Board must be <br />changed in some way. ic ipants who spent six months discussing this and <br />related issues felt that this was the minimum that we could expect to be <br />accepted and still obtain the level of support to obtain legislative approval. <br />The management plan stipulates that the representatives of these four new <br />agencies must be non-professional staff, not a board member, but instead, an <br />appointed interested citizen. <br />The revised LMCD Board would have three city votes for every agency vote. <br />As long as the cities are conscientious of who they appoint, this problem should <br />be minimal or nonexistent. <br />9. The LMCD is either trying to become or is unconsciously becoming an <br />instrument of the DNR. <br />RESPONSE- <br />The Board has not changed. The major emphasis, goals and programs have not <br />changed. We find no support for this allegation. <br />The only areas that the DNR and some other organizations disagreed on <br />during the development of this management program were: <br />1. Shoreland management - but that program exists and will be enforced <br />whether or not the LMCD is involved. Each city will have the same <br />problems with the DNR whether or not this management program is <br />adopted. <br />2. 700 car/trailer parking spaces at access ramps. The DNR, Metropolitan <br />Access Committee ar . the Metropolitan Council have the independent authority to <br />assure that that number are built and available whether or not this management <br />plan is implemented. There will be 700 car/trailer parking spaces on this lake <br />in the future -- with or without city approval. <br />We find no merit to this unsupported allegation.
