5. <br />6* <br />Develop a regional lakewide development framework to <br />generally guide the geographic location of land use types <br />and intensity within the Lake Minnetonka shoreland area. <br />Based on the estimated development capacity for the <br />shoreland area, the lake communities' data base and <br />shoreland policy statements, a Shoreland Development <br />Framework can be assembled. The Development Framework will <br />serve as a model for lake area land use distribution based <br />on land use type and development intensities. By using the <br />Comprehensive Plans of the individual 14 lakeshore <br />communities, the Development Framework can be sensitive to <br />the planning objectives of the individual cities v;hile <br />providing a balanced development pattern throughout the lake <br />shoreland area, which in total strives to meet State <br />standards and accomplishes the overall goal for development <br />adjacent to the lake. <br />It must be understood, however, that the Development <br />Framework is a generalized plan. More detailed land use <br />plans and development ordinances are the responsibility and <br />will be prepared by the individual cities to further tailor <br />the lake area shoreland goals to their community's e.xisting <br />development and specific needs. <br />Develop an implementation program for the development of the <br />Shoreland Management Plan and its future administration. <br />I. Plan Formulation <br />A- Shoreland Development Capacity. The LMCD <br />consultant, in conjunction with DNR staff, <br />calculate the development capacity of the <br />shoreland area surrounding Lake Minnetonka. The <br />development capacity should be broken down by land <br />use type and should include an estimate of <br />"available" capacity. <br />B. Data Base Assembly. <br />1. Lakeshore communities provide the following <br />information: <br />a. <br />b. <br />c. <br />d. <br />Comprehensive Plan <br />Zoning Ordinance and Map <br />Description of existing shoreland land <br />use patterns and development <br />Estimate of vacant land in shoreland <br />2. Metropolitan Council provides description of <br />regional lake facilities and objectives.
