ORONO COUNCIL MEETING HELD SEPTEMBER 24, 1990 <br />PUBLIC FACILITIES CONTINUED <br />project." <br />Nettles questioned whether there may be an issue with <br />grandfathering such structures that have already been considered. <br />Barrett stated that the moratorium should eliminate any <br />problem. He said, **Only those projects for which a building <br />permit was obtained from the City prior to the moratorium would <br />be grandfathered." <br />It was moved by Mayor Grabek, seconded by Goetten, to refer <br />this matter to staff and Planning Commission for specific <br />language development as outlined. Motion, Ayes-1, Nays-0. <br />Motion passed. <br />HARDCOVER VARIANCE PROTECTION <br />Bernhardson suggested that this issue be <br />time the shoreland regulations are mciified. <br />addressed at the <br />Goetten referred to paragraph C in Bernhardson's memo, <br />attachment A, and notad that staff has started using this <br />procedure of notification to some degree. <br />It was moved by Mayor Grabek, seconded by Peterson, to <br />direc staff to upgrade the language and take any comments <br />regarding any standards changes for inclusion with the shoreland <br />regulation modifications. Motion passed. <br />WETLANDS <br />Bernhardson reviewed the information in his memo dated <br />September 14, 1990. He stated that the wetland regulations the <br />C ty of Orono currently has are efficient in protecting the <br />wetlands. He said, "Revising the present standards to increase <br />protection may cause greater problems in the balance of the <br />community. <br />Goetten agreed that the City has adequate measures for <br />wetland protection. She questioned whether it is necessary to <br />more clearly define wetlands versus the flood plain. <br />Peterson asKed Bernhardson whether he <br />Councilmember Callahan regarding this issue. <br />had spoken to <br />Bernhardson replied, "I did talk with Councilmember <br />Callahan. I believe that he would still like to see protection <br />increased, though he is not sure in what area. I believe he was <br />more concerned about the Landstar Development on Old Beach Road. <br />- 11 -
