Standards are not <br />applicable. The applicant has referenced the antenna as an <br />accessory use refering Section 10.20, Subdivision 4 (H). In this <br />Section only antennas attached to a principle or accessory <br />structure is permitted. There is no mention of free standing <br />antennas . <br />Staff would suggest that Council members refer to sections <br />of the ordinance noted above. Council members may have other <br />concerns. It is the opinion of staff that the current zoning <br />code does not permit a free standing antenna, a permitted or <br />rinciple use via conditional use permit on a property that <br />,lready contains another principle use. The code lacks <br />appropriate standards for this type of structure. The section <br />specifically applied under by applicant (Section 10.20, <br />Subdivision 3 (D) - public service structures) relates to <br />compatibility with architectural design in immediate <br />neighborhood, to promote the general welfare. The question of <br />general welfare has been raised by several residents. <br />Public Responses <br />The applicant held an informational meeting at the Council <br />Chambers on Friday, September 14, 1990 at 6:00 p.m. All <br />residents within 1,000 feet of the proposed antenna location were <br />notified. The applicant advised that only two residents had <br />attended. At the Public Hearing held on September 17, 1990 <br />approximately four neighbors were in attendance voicing concern <br />with the proposed antenna installation. Since that meeting staff <br />has received many calls advising of concerns from the affected <br />neighborhood. Staff would ask that members review Exhibits Q, R <br />and S. The concerns are summarized as follows: <br />1. Negative impact on the rural surrounding character of <br />the neighborhood. <br />2. Negative impact on the aesthetics of the area. <br />3. Impact on the Luce Line. <br />4. Concern with the safety issues by placement of an <br />antenna at such height. <br />5. Detrimental impact of the surrounding property value.
