MINUTES OF THE STUBBS BAY SEWER HEARINQ - NOVEMBER 20. 191} <br />Jim Brownlee, 250 Cygnet Place. asked how many systems are <br />falling on Cygnet Place. He noted that he recently constructed a <br />mound system because of a falling system, ar>d at that time was <br />under the opinion that his was the only failing system. <br />Gaffron explained that on Cygnet Place about 40-50% of the <br />systems have been replaced In the past 14 years, many with mound <br />systems. He noted that In some cases this leaves no alternative <br />site. He noted the soils ^n that area are also wet. and <br />suggested It is prudent for the City to provide a trunk line for <br />the future use of the neighborhood. <br />Provo noted his house 1s for sale, and wanted to know to do so, <br />should an alterr.ate site be provided. He felt that he should not <br />have to pay for future needs with his retirement equity. <br />Mayor Peterson noted there 1s a deferral option for <br />citizens, which Is available until thr house Is sold. <br />senior <br />Provo noted that he had counted on this money for retirement. <br />Behrman asked If the City has a record of those properties <br />falling systems. <br />with <br />Gaffron noted the report has been updated to include properties <br />on Leaf Street and Cygnet Place. He noted that on paper Cygnet <br />Place 1s not in as much trouble as other areas. However, the <br />f»0port does not address all Issues which affect the septic <br />system, so other factors could be involved. <br />0. Peterson noted that even though Oxford and Cygnet were <br />originally not Included, the City needs to look at what point <br />those systems will fall and they will need sewer provided. <br />Crane noted that he would rather participate In the project but <br />objected to the cost. He felt it 1s Important for the Council to <br />look at individual property Issues, and offer an opportunity to <br />elect out of the project If criteria Is met. He felt that the <br />Council needs to Cl :.ie up with some method to have all properties <br />Included for the benefit of the lake and Orono citizens. <br />Mayor Peterson closed the public hearing at 10:30 p.m. <br />It was moved by Mayor Peterson, seconded by Butler, to order <br />plans and specifications and bids to be drafted by the City <br />Engineer for the Stubbs Bay Sewer Project. Ayes 5, nays 0.
