r-ORONO COUNCIL ME.. ING HELD JANUARY 14, 1991 <br />1991 RECYCLING BID <br />Bernhardson st. ted that the City had received two bids for <br />the 1991 recycling contract. He said, "Staff considers the bid <br />received from Polka Dot to be most responsive because they bid a <br />fixed rate. The other company bases its rate on the current <br />prices for recycled materials. Tnere i =; also the issue of <br />possibly paying landfill costs with the other company and we have <br />not had to do so with PoJ •<;a Dot." <br />Cou.ncilmember Goetten asked why t., <br />significantly this year. <br />rate had increased so <br />Bernhardson stated that the increase may largely be due to <br />Polka Dot's new program for picking up plastic containers. <br />Mr. Qiiady stared that he had read information stating that <br />Hennepin Cc unty pays up to 80% of the cost of recycling programs <br />and asked if that is true. <br />Gerhat ^on stated that Hennepin County does pay 8>'% of the <br />program for each city that meets its established goal. He said, <br />"However, that will most definitely be discontinued." <br />It was moved by Goetten, seconded by Jabbour, to award the <br />1991 curbside recycling contract to Polka Dot Recyclers of <br />Buffa.lo for an annual amount of $40,680.00. Motion, Ayes*4, <br />Nays-O. Motion passed. <br />1991 INSURANCE RENEWALS <br />Bernhardson provided Council with information pertaining to <br />the renewal of insurance coverages effective January 1, 19)1. <br />It was moved by Callahan, seconded by Goetten, to award the <br />City of Orono 1991 insurance policies to the League of Minnesota <br />Cities Insurance Trust, United Fire and Casualty, Western <br />National and the St. Paul Companies, effective January 1, 1991, <br />as proposed. Motion, Ayis-4, Nays-0. Motion passed. <br />POLICE CHIEF SELECTION PROCESS <br />Bern;’rdson provided Council with information regarding the <br />process for selecting a Chief of Police. He said, "The attached <br />chart provides a listing of entities that Council may wish to <br />include in the process. If Council could perhaps complete the <br />worksheet next week, we could put together a request proposal." <br />Mayor Peterson asked Bernhardson what it may cost to enlist <br />the services of an external consultant. <br />Bernhardson replied, "It would cost approximately $1S,000 to <br />$18,000 if the City were to engage an outside source to assist <br />with the entire process. However, that amount would obviously be <br />less if the level of involvement is reduced. It may be <br />- 11 -
