CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />No. 7543 <br />(2) Preserves existing unique and natural features of the site and minimizes impacts to <br />wetlands, floodplains, and shoreland areas; The existing and proposed landscaping <br />on the Property help to filter sediment and stormwater runoff from the new <br />parking. There is an existing pond and newly constructed swales around the <br />county road and throughout the property to direct run off into the pond for <br />filtration. The fence keeps the vehicle impacts to the designated areas and <br />prevent encroachment into the green space surrounding the lake. <br />(3) Creates harmonious relationship of buildings and open space with natural site features <br />and with existing and future buildings having a visual relationship of the development; <br />The new parking lot is supporting the existing business. The parking lot was <br />installed in an impacted area from a road project was designed with a fence to <br />preserve the views from the lake. The natural site features of the slopes and <br />vegetated Lakeshore are protected from further encroachment with the <br />installation of the fence. <br />AN <br />Achieves a safe and efficient vehicular and pedestrian circulation system; The new <br />parking lot connects parking facilities to dock structures on the same side of the <br />roadway improving the safety and effectiveness for access to the site. This <br />criterion is met. <br />(5) Places no excessive demands on services and infrastructure, including local streets; <br />This criterion is met. <br />(6) Conforms to the city's plans for parks, streets, and walkways; This criterion is met. <br />(7) Conforms to the Orono Community Management Plan; The marina business with the <br />necessary and associated parking and pedestrian improvements are anticipated <br />in the Orono Community Management Plan. This criterion is met. <br />(8) Achieves a maximum of safety and convenience of vehicular and pedestrian movement; <br />The parking lot and fencingimprove safety on the Property for vehicles and <br />pedestrians. This criterion is met. <br />(9) Incorporates sufficient landscaping to reasonably screen undesirable features and to <br />enhance the image of the development; The landscaping requirements conform to <br />the the B=2 District requirements. Landscaping and green spaces are being <br />maintained and preserved around the new parking lot and fencing improvements. <br />This criterion is met. <br />(10) Protects abutting properties and does not create detrimental disturbances to <br />surrounding properties; This criterion is met. <br />(11) Conforms to all requirements of this chapter unless a variance has been granted.
