Public Facilities - Zoning <br />August 8, 1990 <br />Page 2 of 4 <br />Minneapolis and St. Paul are good examples of this with the <br />University and State government complexes removing <br />substantial portions of valuable property from the tax <br />rolls. <br />(Other cities may desire to locate facilities in this <br />community because they do not either have enough land for <br />such facilities or choose to use available land in their <br />community for taxable purposes.) <br />B) Annexation. To the extent that facilities of other <br />cities are located in border areas near those cities, they <br />may make them ripe for a petition for annexation. Whether <br />they are ultimately successful or not, the City bears the <br />expense if it chooses not to allow the land to be annexed <br />This would additionally remove what would have been <br />potentially taxable property not only from the City's tax <br />base but also its jurisdiction. <br />C) Non-local use. Generally these facilities serve <br />regional purposes and their location in selected residential <br />zones may not be appropriate. <br />D) Control of use. Once such a facility is located, it may <br />be difficult, particularly in a residential zone, to control <br />growth of other uses of that site desired by that <br />governmental unit. <br />Currently apart from highways, roads and utility lines other <br />governmental units have the following located in Orono: <br />Long Lake <br />- Discontinued <br />Sewer Plant <br />MWCC <br />- 3 Pump Stations <br />University <br />- Fresh Water Biological Institute <br />Hennepin County <br />- Maintenance Garage <br />- North Arm Landing <br />- (Library Land on Highway 12) <br />Park District <br />- Baker Park <br />- Noerenb' rg Park <br />- Portions of Big Island <br />In addition, the postal system does rant space from <br />public/private owners. <br />The following represent the various governmental units who <br />might locate facilities in the Community with the second column <br />listing potential uses. This list is not intended to be <br />inclusive.
