Subd. 21. <br />Subdivisions. <br />Special Require.nents for Class II and III <br />A. Iraproveraeiits. Public Koads. Publio streets and roads will be <br />required to be platted, constructed and dedicated to the City when <br />required by the Council consistent with tt-' recommendations of the <br />Planning Commission and the City staff and the established City <br />practices and design standards. Public roads shall be completed <br />and issued a certificate of satisfactory completion by the City <br />Engineer prior to Final Plat approval or, when specifically <br />authorized by the Council, shall be subject to the conditions of a <br />subdivider's agreement to be executed prior to Final Plat approval. <br />C. Private Koads.
