Bidding <br />Project Hearing <br />Assessment Hearing <br />30 Day Appeal Period <br />Ordering in the Project <br />Project Construction <br />Alternatives to this are: <br />A. Project hearing - This could be held either prior to <br />plans and specifications and bids being sought or <br />afterwards. The advantage of waiting until afterwards <br />is that the cost would be known for the project more <br />firmly than the initial estimate. The advantage to <br />holding before the plans and specifications are that <br />depending on the input at the public hearing, the <br />Council may or may not proceed with plans and <br />specifications and the associated cost. <br />B. Holding the assessme^ hear ing prior to the project <br />being adopted. - The assessment hearing can either be <br />held prior to the project or it can be held after the <br />project completion. The advantage of hoxding before the <br />project is ordered, but after the bids are received are <br />that the assessment would be fairly accurate as to costs <br />and the City does have the option of a supplemental <br />assessment later, if project construction costs <br />radically exceed that. The advantage of waiting until <br />afterwards are that the full project costs would be <br />incurred and known. (The City could do a supplemental <br />assessment should project costs exceed the original <br />assessment.) <br />C. Combination of Project and Assessment Hearings. The <br />process would allow for the project and the assessment <br />hearings to be combined with the Council adopting the <br />assessment first and then after the 30 days appeal <br />period determine whether they desire to order the <br />project. (It would be appropriate to continue the <br />pujlic hearing on the project until the project is <br />ord':ed.) <br />As a reminder the 35% petition is needed for the Council <br />to be able to order the project on a 3/5's vote. If it <br />does not have a 35% petition it would require a 4/5's <br />vote. <br />D.
