He <br />reported having read the resolution and is satisfied with it. It was noted that the one year <br />stipulation for using the variance would not apply in this case as the deck replacement has <br />already occurred. <br />Barrett asked that the decision to grant the easement should be be a condition of the <br />approval. He suggested this be removed, and the applicant asked separately if he would <br />allow the easement to be granted over the portion of the property in question. The <br />applicant agreed. <br />Jabbour moved, Goetten seconded, to approve Resolution No. 4044 for a rear setback <br />variance. The motion does not include the casement as noted above. Vote. Ayes 5, <br />Nays 0. <br />Jabbour asked the applicant if he would grant the easement for the road. The applicant <br />agreed to do so. <br />(#9) #2338 GRANT WENKSTERN/LAKEVTEW GOLF, 405 NORTH ARM <br />DRIVE - CONDITIONAL USE PERMIT AND VARIANCE - RESOLimON NO. <br />4045 <br />The Applicant was present. <br />GaBron reported that the application is for the next phase of the master plan for the <br />Lakeview Golf Course The plan calls for grading for two projects The first is to <br />expand the tees and creation of a pc r.d for hole # 18 near the northeasterly side of the golf <br />course. The second is an expansion of tees and creation of a pond near the center of the <br />.curse between the 4th green and 5th tee. This expansion would include gi adiiit; within <br />26' of a wetland requiring a variance in addition to the conditional use permit Uu' jixading <br />in excess of 500 cubic yards. There will be no significant impact to the wetlandi The <br />City Engineer has asked for culvert invert elevation readings to ensure that the culverts <br />will handle the runoff The fill will be balanced on site Gaffron said Staff recommends <br />approval of the application. <br />Jabbour asked if the pond acreage being created is bankable Gaffron said this has not <br />been investigated. He acknowledged that potential banking of wetland credits is a topic <br />that needs to be resolved. Ho suggested reviewing with City Attorney. <br />Kelley noted that Wenkstem has done a beautiful job with the golf course. <br />r
