Zoning File #2339 <br />March 4,1998 <br />Page 2 <br />Planning Commission Recommendation <br />Planning Commission recommended approval of the preliminary plat subject to the following <br />conditions: <br />1. Plat a 42' private road outlot along the length of the southerly property boundary <br />(assuming that the City has a legitimate 8' road easement over the adjacent property). <br />2. Build a 28' paved width private road from Tonkawa Road to approximately the mid­ <br />point of Lot 1, with a T emergency vehicle turnaround as proposed in revised plan. <br />3. Lots 1, 2 and 3 should be credited with 17' of the road outlot area for hardcover <br />calculation purposes, based on the fact that applicant is providing 17' more than half <br />of a 50' road corridor that will serve the entire neighborhood. <br />4. Subject to items #5,6, 7 of February 13, 1998 staff memo: <br />(5) The applicant should address all grading and drainage is and <br />develop a plan for a water quality pond on the site per the F -'s <br />recommendation (This is required before Council can nal <br />preliminary plat approval). <br />(6) The standard park dedication fee should be required. <br />(7) The standard drainage and utility easements should be required. <br />Staff Recommendation Regarding Future Access <br />Staff concurs with the recommendation that this subdivider be required to plat a private road outlot <br />along the southerly border for the entire width of the property, to accomodate potential future road <br />needs. An underlying road and utility easement would be granted to the City. One way to minimize <br />the impact of this road outlot is to make use of the 8' access easement on the adjacent property to the <br />south. That roadway easement appears to have been created in the 1950s or earlier, and would need <br />to be confirmed as legitimate and acceptable by the City Attorney. Assuming it is usable, only a 42' <br />right-of-way need be platted from applicant's property. The applicant's revised plat drawing (Exhibit <br />E) depicts this arrangement.
