Gaffron, Senior Planning Coordinator <br />January 12, 1998 <br />SUBJECT: #2327 Orono Development, L.L.C., 2380 Shad>-\vood Road - Request for <br />Amendment to B-5 District Allowed Uses - Public Hearing <br />Zoning District: B-5 <br />Application: Request for an amendment to the B-5 Limited Neighborhood Business District to <br />allow, as a conditional use, three specific additional uses including: <br />1.Coffee retail sales <br />2. Bagel retail sales <br />3.Pizza retail sales. <br />Each of the proposed uses could be categorized as a restaurant. The B-5 District currently does not <br />allow restaurants as such, but does include as a conditional use the following specific use: "candy, <br />ice cream, popcorn, nuts, frozen desserts, soft drirdis store." <br />List of Exhibits <br />A - Applicaiion <br />B - Plat Map of Applicant's Proposed Development <br />C - Navarre Area Map Depicting All Properties Zoned B-5. <br />D - Letter of Request <br />E - Zoning Code Section 10.44: B-5 Limited Neighborhood Business District <br />F - Comprehensive Plan Excerpts Regarding Commercial Areas <br />B-5 District Purpose <br />The B-5 District is intended to "provide a district for businesses that supply commodities or perform <br />a service primarily for residents in the surrounding neighborhood, which businesses are not high <br />traffic generators and do not necessitate an inordinate amount of hardcover. The district may adjoin <br />residential districts or other business districts which are subject to more restrictive controls. The <br />district shall have immediate access to adequate highways and public sanitary sewer. Because of <br />the location of the B-5 District as contemplated in the area known as Navarre in the City, the uses <br />are limited in order to limit the hardcover in that area and to limit the future generation of traffic for <br />that property in that use district since there is already a traffic problem in Navarre".
