r <br />#2327 - B-5 Amendment <br />March 3,1998 <br />Page 3 <br />Staff Recommendation <br />The attached ordinance adds 'coffee and bagel retail stores’ to the list of B-5 conditional uses, which <br />gives the council ability to establish appropriate conditions when a CUP for a given location is <br />applied for. Such uses would, of course, have to comply with all lighting, signage, parking, and <br />other standards of the B-5 district. Staff recommends three conditions that will specifically apply <br />to the 'coffee and bagel retail store use': <br />a. No more than 50% of the gross floor area of any single building shall be devoted to <br />coffee and/or bagel retail store uses. <br />b. No individual coffee or bagel retail store use shall exceed 2,000 s.f of gross floor <br />area. A combined coffee and bagel retail store use shall not exceed 4,000 s.f. of gross <br />floor area. <br />c. The number of incremental parking spaces required for the coffee and/or bagel retail <br />store use shall be calculated using the zoning code parking requirement standard for <br />restaurant uses. Applicant shall demonstrate that the total parking needs for the site <br />will be met. <br />COUNCIL ACTION REQUESTED <br />Adopt the attached ordinance, or revise it as necessary to accomplish the Council's objectives for the <br />B-5 district.
