Hardcover variances are not required for this application as the structure was built over <br />an existing deck. <br />STATEMENT OF HARDSHIP <br />The applicant's statement of hardship is included as Attachment J. The minutes from the July 28 <br />City Council meeting including the testimony of the applicant in regard to hardships is also <br />included as Attachment K. He should also be asked for his testimony regarding this issue. <br />Criteria for Determining Undue Hardship <br />1. The property in question cannot be put to a reasonable use if used under conditions <br />allowed by the official controls. <br />The property can be put to a reasonable use without screening over the deck.
