ADMINISTRATIVE AND <br />PERSONNEL POLICY <br />SECTION 1. ADMINISTRATIVE ORGANIZATION <br />101, PURPOSE <br />The purpose of this Administrative and Personnel Policy is <br />to establish procedures as authorized by Section 2.18 of Orono <br />City Ordinance so that the City may perform its functions in an <br />effective and efficient manner. This policy will serve as a guide <br />to administrative action concerning personnel matters, and provide <br />the City of Orono employees and the public with a statement of the <br />personnel program of the City of Orono. This policy supersedes <br />the Administrative Organization Policy adopted by the City Council <br />on January 26, 1976. <br />The Administrative and Personnel Policy is intended to <br />provide only general guidelines on City policies. It is not <br />intended to be a statement of the terms of an employment contract <br />between the employee and the City and is not intended to be a <br />promise by the City to the employee that the provisions of this <br />manual will be followed in all cases. The City retains the right <br />to alter the provisions of this manual in writing or otherwise and <br />without notice, as well as the right to vary the procedures and <br />rules set forth whenever it deems such variances to be <br />appropriate. Either the employee or the City may terminate the <br />employment relationship at any time, for any reason. <br />102. CITY COUNCIL AUTHORITY <br />1. The City Council, as the elected legislative policy making <br />body of Orono, is responsible to the citizens of the City. The <br />Council shall appoint an Administrator who is responsible for the <br />administration of the municipal government to serve at th^ <br />pleasure of the majority of the Council. When the Administrator is absent due to business, vacation, <br />shall so serve at the pleasure of the Administrator. Should there <br />be no Administrator, the Mayor with the concurrence of the ^ouncil <br />may appoint an Acting Administrator to serve at their pleasure. <br />An Acting Administrator shall have that authority granted that <br />person by the appointing authority.
