ORDINANCE NUMBER 18, SECOND SERIES <br />AN ORDINANCE REPEALING SECTIONS OF ORDINANCE SECTION 2 AND <br />SUBSTITUTING LANGUAGE THEREFOR: <br />The City Council of the City of Orono ordains: <br />Ordinance Repealed. Ordinance Section 2.06, 2.08, 2.09, 2.10, <br />2.11, 2.16 and 2.18 are hereby reapealed and the following <br />language substituted in its place: <br />SEC. 2.06. CITY ADMINISTRATOR. <br />Subd. 1. Position Established. <br />Administrator is hereby established. <br />The position of City <br />Subd. 2. Appointment and Removal. The City <br />Administrator shall be appointed by the Council for an indefinite <br />term. He shall not be removed except by affirmative action taken <br />by the Council twice at two regular meetings held within sixty <br />days. The action taken at the first such meeting shall be an <br />expression of intent to vote thereon at the second such regular <br />meeting not to be held sooner than ten days thereafter. If, at <br />any time after the Administrator has completed six months of <br />continuous service, the Council takes such action, the City <br />Administrator may within thirty days after written notice of <br />removal, request a public hearing which the Council must grant <br />and which must be started within thirty days after the request. <br />Subd. 3. Qualifications. The City Administrator shall <br />be selected solely on the basis of the person's executive and <br />administrative qualifications with special reference both to <br />experience, formal education, as well as knowledge of accepted <br />practices pertaining to the duties of the office. <br />Subd. 4. Duties. The City Administrator shall be the <br />chief administrative officer of the City and shall be responsible <br />to the Council for the proper administration of all affairs to <br />the City and to that end shall have the power and shall be <br />required to: <br />A. Supervise the administration of all <br />Departments, offices and divisions of the City except as <br />otherwise provided by law and carry out any other <br />responsibilities placed under the Administrator's jurisdiction by <br />this Chapter or by subsequent Council action. The Administrator <br />shall interview and screen all prospective City employees as <br />permitted by law and may make recommendations to the Council <br />before the Council makes any appointment. The City Administrator <br />may suspend any employee until the next council meeting. If the <br />City Council does not act to modify or rescind the suspension, <br />the suspension shall be deemed ratified by the City Council.
