7 <br />TO; Mayor and City Council <br />FROM; Ron Moorse, City Administrator <br />DATE; January 8, 1999 <br />JAN 1 1 1999 <br />I y uh uhunu <br />SUBJECT; Recommended Method and Communication Channels for Addressing Concerns <br />Raised by City Employees Regarding the Administration of the City <br />There has recently been discussion at both the staff level and the Council level regarding the proper <br />method and communication channels for addressing concerns raised by City employees regarding <br />the administration of the City. The existing City ordinances and policies that provide guidance <br />regarding this issue are attached, and are as follows: <br />1. Ordinance No. 18, 2nd Series, Section 2.06 - City Administrator. <br />2. The City's Administrative Policy - Section 102. <br />Ordinance No. 18 indicates that the City Administrator shall be the chief administrative officer of <br />the City and shall have the responsibility and authority to properly administer all affairs of the City. <br />The ordinance also indicates the City Administrator will supervise the administration of all <br />Departments. <br />The ordinance also indicates that no member of the Council shall in any manner interfere with or <br />pre'-ent the City Administrator from exercising the Administrator ’s o-vn judgement in the <br />administration of the City. Except for the purpose of inquiry, no member of the Council shall deal <br />with or exercise control over the administration of the City, and no member shall give orders to any <br />Department Head or employee of the City, either publicly or privately except through a majority vote <br />of the Council. <br />The City's Administrative Policy indicates that the Administrator, with the concurrence of the <br />Council, shall appoint Department Heads who shall be responsible and accountable to the <br />Administrator. All personnel shall be responsible and accountable to the Administrator. <br />Based on the guidance provided by the City Ordinance and Administrative Policy, the following is <br />the recommended method for addressing concerns raised by City employees. <br />1. All matters related to h administration of the City shall go through the chain of <br />command. It is imp nt the chain of command is followed to ensure the proper <br />staff are aware of the matter, and have an opportunity to address the matter. In this <br />way the matter can be resolved by the closest to both the problem and the solution. <br />A. The employee first brings the concern to the immediate supervisor. If the <br />employee is not satisfied with the response by the immediate supervisor, the <br />employee notifies the immediate supervisor that the employee wants to take <br />the matter to the Department Head.
