The property contains a single <br />family residence which can continue to be used, and the adjacent land can <br />continue to be used as yard area ir? ^pport of that residence. <br />C. The plight of the applicant would appear to have been created totally by the <br />applicant and not by circumstances unique to his property nor out of the <br />applicant's control. <br />D. Granting of the proposed mces would appear to serve as a convenience <br />to the applicant and r, and the applicant and owner have not <br />adequately demonstr ' reasonable hardship or practical difficulty. <br />E. The conditions and Zonii.g Code limitations imposed and existing on this <br />property generally apply to all other land and sificrmres in the zoning <br />district in which this pr '-iierty is located. <br />F. The granting of this i^jpUcation is not necessary for the preservation and <br />enjoyment of substantial property right of the applicant. Denial a <br />subdivision to create substandard building lots is not considered by Couiicd <br />to be denial of a substantial property right. <br />20. In review of the factual findings noted above, the Counen rinds tha^ granting of the <br />proposed lot area. lot width, setback and hardcover variances to allow the creation <br />of tw’o new substandard building lots w^yuid be in complete conflict with the <br />environmental standards for lakeshore development within the City and would be <br />der-menial to the public health, safety and v'f*’^'’ie. The City looks to the broader <br />environmental principle' and goals set forth in its Community Management Plan <br />and the intent of he specific zoning distiict when dealing with matters of the public <br />health, safety and welfare. Issues involving public health, safety and welfare are <br />not only resolved by securing the obvious traffic and drainage concerns, but the <br />City also feels obligated to provide the citizens with a designated and opt*mum <br />level )f density, open space and quality of life. <br />Pa}: i S of 9
