" RESOLUTION # 1136 <br /> A RESOLUTION CONCERNING THE LEAA <br /> FEDER.AL GR.ANT-IN-AID PROGRAM <br /> WHEREAS, the Justice System Improvement Act of 1979 (JSIA) <br /> reauthorizes and restructures the LEAA Federal Grant-In-Aid Program <br /> to State and local units of government, and <br /> WHEREAS, certain units of local gene�al government are <br /> eligible individually or in combination to function under the JSIA <br /> as entitlement jurisdictions and in that status enjoy significant <br /> autonomy with respect to the utilization of a pre-determined <br /> allocation of Federal funding, and <br /> WHEREAS, units of government within the State of Minnesota <br /> must formally advise the Minnesota Crime Control Planning Board of <br /> their intentions regarding participation in the JSIA. <br /> BE IT RESOLVED that the City of Orono formally declares <br /> its intention to participate in the JSIA as a member of the Hennepin <br /> County Criminal Justice Coordinating Council (HCCJCC) under a joint <br /> Hennepin County, City of Minneapolis and suburban unit of government <br /> combination entitlement jurisdiction, and <br /> BE IT FURTHER RESOVED that in the event the Minnesota <br /> Crime Control Planning Board proposes an alternative to entitlement <br /> jurisdiction status which maintains the integrity of pre-determined <br /> funding allocations and provides for the maintenance of cooperative <br /> intergovernmental planning and coordination as embodied in the HCCJCC, <br /> such a proposal will be considered by the City of Orono at that time. <br /> Adopted by the City Council of the City of Orono, Minnesota at a <br /> regular meeting held April 14, 1980. <br /> �� <br /> William B.
