Continue to keep in contact with the well drillers who <br />have historically worked in this area, and maintain a good <br />working relationship with them. We intend to stress to them <br />their liability if a well is placed in a location that <br />doesn't meet minimum sanitary setbacks, or in a location <br />that adversely affects septic system sites on neighboring <br />lots. <br />5. Continue to require a 75' setback between wells and <br />drainfield sites, although the State only requires 50'. The <br />new statutes do not appear to expressly prohibit local <br />adoption of more strict standards. <br />6. continue to specify appropriate and inappropriate <br />locations for well placement for all new houses as part of <br />the building permit plan review process. <br />7. No longer perform a well test pump inspection. We will <br />continue on an informal basis to review well construction <br />procedures and materials in the City, but will refer all <br />problems to the State. City staff never have been very <br />involved in actual well construct:cn problems, but have <br />always referred to the State Health Department when problems <br />arise. <br />8. Continue to record the locations of wells on our septic <br />system card file and maintain well records as before, to the <br />greatest extent possible. <br />Council Options - <br />Council may wish to pursue one or more of the following <br />courses of action: <br />1. Direct staff to send a letter to local legislators <br />asking for further discussion of the new Statute <br />requirements. <br />2. Direct staff and City Attorney to draft an ordinance <br />incorporatin ’^? interim controls which continue , to the <br />greatest extent possible, our current controls. <br />3. Direct staff to comply with the State statutes and <br />relinquish control of well drilling in the City. <br />4. Other <br />Staff RecoHiendation - <br />Staff recommends that options 1 and 2 be pursued by the <br />City.
