IV <br />Sugarwoods Plat <br />May 16, 1990 <br />Page 2 of 4 <br />to minimize the impact on trees , locate house on gentler <br />elevations or take advantage of other natural topographic <br />features. <br />In reviewing this issue with the Public Works Director, he <br />advised that with the recent amendment to Chapter 6 that <br />provided standards for driveway approaches to both private <br />and public roads. Properties are limited to one driveway <br />approach and loop roads were to be discouraged. This <br />ordinance was approved in 1988. Gerhardson notes that in <br />reviewing requests for loop roads since the passagae of that <br />ordinance the following criteria have been used in such <br />considerations; <br />1. Amount of frontage along the private or public road <br />2. Unique physical conditions within yard such as <br />topography and placement of trees <br />3. Type of roadway to be accessed - M.S.A. <br />classified, heavily trafficed public roadway, private <br />road. <br />Chief Kilbo has advised the City against allowing a <br />property to be newly developed where only a backing out onto <br />a roadway is permitted. He cautions that a driver is in <br />violation of State law if the driver does not back out into <br />the direction of the flow of traffic. <br />At the April 23rd meeting of the Council, Council accepted <br />the staff findings and further directed staff to work with <br />the developer and contractors to develop standards or <br />criteria for the "necessary" encroachment of nonstructural <br />improvements within front street setback area facilitating a <br />backing out maneuver and access from and to the site. <br />Please note these special standards are to be employed by <br />both developer and the reviewing staff when clearly defined <br />site conditions necessitate placement of the house near or <br />adjacent to the front Ssreet setback line. <br />In early discussions, staff attempted to control <br />improvements within front street setback yards by placing <br />limits on size, width and length (i.e., backout apron from <br />qarage limited to a depth of 20'; a turnaround backout apron <br />limited to 15*, loop drives limited to 12* widths, etc.). <br />Refer to Exhibit A and F. Staff also noted that a loop road <br />would not be allowed on lots that had less than 200 of <br />frontage on Sugarwoods Drive. This would qualify 7 of the <br />25 lots for loop drives. In addition, if such lots are on <br />curves and there are safety concerns that turnarounds would <br />have to be provided within interior of lot.
