Additionally they still do not address the enforcement <br />at the shoreline and this will continue to be a problem <br />of cities being able to enforce infractions on the lake <br />that are seen from the shoreline because the LMCD has <br />not contracted with the cities. The contracting <br />mechanism could strictly limit the amount of enforcement <br />by city police departments but this plan does not allow <br />for any of that. <br />Management Structure - The modifications in this area <br />are primarily in funding with an entire new paragraph on <br />page 67 on future managment structure and funding <br />together with selected additions starting on page 69 <br />under the Objectives. The thrust is to put more of an <br />emphasis on users rather than tax base for funding the <br />programs • <br />As for the structure of the Board, the addition of the 4 <br />regional members is predicated on regional funding being <br />instituted. (The four besides the current 14 are Metro <br />Council, Hennepin County, Hennepin Parks and Minnehaha <br />Creek Watershed District.) <br />ALTERNATIVES <br />1. Determine comments Council may want to make regarding this. <br />2. Give any preliminary direction. <br />3. Table for further discussion. <br />4. Take no action. <br />RECOMMENDATION - In response to Orono and other cities* comments <br />changes have Been made in the plan. Orono's desire to have the <br />plan rectify the current problems before they allow additional <br />growth however have not been fully realized, although the <br />addition of further increases in patrol hours at levels 5.0 and <br />6.0 attempts to get at this. The City's LMCD Representative will <br />be available at the September 10, 1990 meeting to discuss this <br />further. <br />Issue #3 1991 Budget - It is recommended that the Council give <br />any furtherifssues that they may have regarding the 1991 Budget <br />to the LMCD Representative and any direction they would desire <br />for a vote on that budget. <br />PROPOSED MOTION - Moved by seconded by that Council <br />having given comments table this until the September 24, 1990 <br />Council meeting for any additional comments.
