MnDOT/HIGHWAY 12 STUDY <br />INITIAL LIST/POTENTIAL GOALS FOR ORONO <br />Objectives for Process <br />A. ) Select a corridor that can be done without significant <br />delays and provide a cost effective facility <br />B. ) At the point of 3-6 corridor options - have agencies take <br />a tour (cities, MnDOT, DNR, EPA, Metropolitan Council, <br />Fish/Wildlife, Corps of Engineers, etc.) <br />C. ) Serious consideration to the present corridors and <br />variations close to it <br />D. ) Development of an Issues Map showing key physical lissues <br />(wetlands, cemetaries, etc.) <br />E. ) Determine if there is any cooperative activities with <br />Burlington Northern to assist in ROW/Highway development <br />Objectiver for Corridor Selected <br />Upgrade Highway 12 to a 4 lane capacity to safely handle <br />anticipated traffic and improve the traffic level of <br />service <br />Pre&erve/protect significant natural amenities such as <br />lakes, wetlands, Wolsfeld Woods, Luce Line, etc. <br />Develop corridor that ties in and does not disrupt current <br />transportation patterns and infrastructure <br />Avoid severely isolating sections of the community from <br />others <br />Compatibility of alignment with appropriate land use <br />- Minimize intrusion into area outside the MUSA line <br />- Compliment land use and development plans <br />- Limit the disruption caused to and impacts of traffic <br />on single family residential areas <br />- Provide approrpiate access in areas where development <br />is desired <br />Compatiabi1ity with the Metropolitan Council <br />Transportation framework as appropriate to the situation <br />Use right-of-way acquisition to improve blighted areas <br />Trade offs available for economic losses to communities <br />where significant existing tax base is removed <br />Minimize the increase in noise and air pollution levels in <br />comparison to existing levels
