A perspective buyer <br />seeks separate access rather than a shared one with Lot 2. <br />In reviewing the staff memos and the application file» <br />Exhibit C,‘there is no record of a report from Hennepin County <br />requiring'a shared access. It would appear that the developer <br />had preliminary discussions with the Ccunty concarning the use of <br />a shared access because of their concern with the potential <br />hazards posed in use of the existing access serving their <br />residence. As the future residents of Lot 1» they would have had <br />no problem in the installation and use of a shared access. <br />In a recent letter from the County (Exhibit D), the County <br />staff advised that it is a matter really for the City to decide <br />if a shared access will be required as the existing house already <br />has an approved curb cut/access. The report also identifies <br />specific sighting problems of existing access. <br />Staff has reviewed the access on site. We are concerned <br />with visibility of the access from the County road and the <br />sighting problems that result with exiting property from the <br />vegetation that has grown out into the right-of-way of the <br />County road. Upon preliminary review staff would recommend that <br />the shrubs be trimmed back in line with telephone poles and that <br />stopping area adjacent to the street right-of-way be raised so <br />that cars traveling north at 40 MPH can see a car waiting to <br />approach the public road. Prior to the Council meeting, staff <br />will ask Glenn Cook to review the existing access within Lot 2 to <br />determine if there may be other ways to make the existing <br />approach safer.
