League of Minnesota Cities Handbook Information <br />Dated 1989 <br />ISSUE - Presentation to Council of Westonka Chamber's position <br />regarding transient merchants. <br />INTRODUCTION - As indicated previously the Westonka Chamber was <br />in tL process of formulating their position regarding transient <br />merchants. It should be noted that the City of .iound <br />transient merchants to a specific place and specific times during <br />the week. <br />DISCUSSION - As noted in Attachment C to totally exclude <br />soT^Titation from a community may not be possible, but if Council <br />is interested, it should be further researched by the City <br />Attorney. On the other hand a City could leave this area <br />unregulated if it so chose. <br />Should the Council choose to limit, lut not <br />merchants solicitation it may choose to look at the following. <br />Specified area for such sale (nar?ower than commercially <br />zoned property such as done in <br />Times of day (day of the week) <br />Length of permit <br />Number of permits allowed per year <br />Number of days per year maximum for such merchants <br />on the other hand Council may choose to have little.or no <br />restriction on this activity if it chooses. <br />The City in its application has limited solicitation to 60 days <br />in the past but has had no limit on the number of times that such <br />can be renewed. <br />ALTERNATIVES - <br />1.
