Gerhardson, Public Works Director <br />Date: August 23, 1990 <br />Subject: Petition for Street Lights <br />Livingston and Lyric Avenue <br />oamcii liiEiruo <br />Aug 27 1990 <br />OITY OF ORo/to <br />Recently the City of Orono received a petition from <br />residents on Lyric Avenue requesting street lights in the area of <br />Lyric Avenue extension in Navarre. The existing street lights <br />were installed by Northern States Power Company as part of the <br />development of that subdivision in the early 1980's. <br />The street lights were placed at the request of the <br />developer at the time of development with the Homeowners <br />Association paying for the cost of the electricity. <br />Most recently, the Homeowners Association has dissolved and <br />Northern States Power Company has disconnected the street lights <br />for lack of payment. <br />City wide there are 120 street lights either commercial or <br />residential. Approximately 53 of the 120 are commercial in <br />nature that are installed as part of a semaphore project or as <br />part of the County Road 15 rehabilitation project. The balance <br />of approximately 67 are to light an intersection or a street at <br />the request of a property owner or neighborhood. Until just <br />recently the 67 street lights costs were assessed to benefiting <br />property owners, however a recent change in assessing laws has <br />dictated that in order to assess for street lights, a Public <br />Hearing is mandatory every year. <br />We have delayed this just simply due to priorities and the <br />actual dollars irvolved (approximately $8,000 - $10,000 per <br />year). However, in addition to the 120 public street lights, <br />there are an unknown number of private lights installed. Those <br />lights are placed by Northern States Power Company and billed <br />directly to the homeowner. <br />The two street lights involved ^re 100 watt high pressure <br />sodium on ornamental poles (18' high). Typically street lights <br />are placed at a 30' height for the best coverage. Annual costs <br />for the two street lights is $325.00 <br />Options <br />1.
