may in fact in the short term exacerbate the problem and go <br />further from the goal of improving the area depending on how <br />these are structured. <br />ALTERNATIVES - <br />1. Determine if any of the alternatives presented for utilization <br />of a master plan would make sense to the Council. <br />2. Give direction to staff regarding master planning. <br />3. Table for further discussion. <br />4. Take no action. <br />RECOMMENDATION - Given the interest in some improvement plus <br />possible change in the area significant issues such as: <br />Transportation/Traffic Flow <br />Incompatable use <br />Area Appearance <br />speak to the need for a master plan of the area. In addition <br />there is a continuing occasional interest in these improvements <br />and to the extent that significant improvement has not taken <br />place master planning it may be appropriate at this point. <br />The most basic "realization" strategy would be development of a <br />master plan with the adoption of a comprehensive plan as was done <br />with the Highway 12 area with a rezoning more economically <br />attactive for a developers and that the rezoning take place in <br />accordance with those. It may be appropriate as part of that <br />rezoning to utilize planned unit developments in order to <br />accomodate the mixed use, together with perhaps development of an <br />additional zoning category or two to make it attactive in the <br />area. An alternative strategy would be development of a Navarre <br />business zone that would encourage new uses, but perhaps allow <br />certain continuances of existing buildings with minor fixup and <br />this would also include mixed use/planned development zone. <br />It is recommended this be tabled for discussion on September 24, <br />1990. <br />PROPOSED MOTION - Moved by seconded by to table this item <br />for discussion at the September 24, 1990 Council meeting.
