We are wondering whether Intoxicating beverages and other <br />Intoxicants or mind-altering substances might possibly be Involved. Perhaps the <br />Police Department has record of a history of this particular dwelling house and Its <br />occupants with regard to controlled substances and other objectionable behavior. <br />We understand that whoever Is conducting this evenr might possibly have not compiled <br />fully with the requirements of the Orono Large-Gathering Ordinance. We would hope <br />that on this basis alone their request for a permit would be denied. Aside from <br />this, we understand from talking to our clients that previous events of thl. nature, <br />operating on a small scale, resulted In a lot of refuse being thrw-/n and bLiwn <br />around, participants behaving strangely, fences be<ng cut, and vehicles leading the <br />road. <br />One of our cllenb suggested that the "local authorities" probably would not be of <br />much help In protecting the neighborhood and that we should call in the Federal <br />Narcotics Agents and the State Liquor Control Commission. We expressed to this <br />client our opinion that the "local authorities" were quite competani to handle <br />everything since we have great faith In our Orono City government. <br />Yours very truly. <br />• 'ANOREW't.
