An <br />alternative to this would be reference to have them, at <br />each property change, contact staff specifically for an <br />inspection. (This would be even more staff intensive.) <br />D. Revision of Standards for Hardcover - Instead of the <br />current standards the City could look at revamping to a <br />standard of no more than 25% overall on the property <br />which would be in line with what LMCD and DNR <br />regulations establish. In addition the City would <br />restrict no hardcover within the 0-75*. The advantage <br />to this is that persons can arrange things on the <br />property and probably would affectively reduce the <br />number of variances required, however, the net effect <br />given no hardcover in the 0-75* may be not substantially <br />different from the present. If we remain our own <br />standard there may be times when the City*s proposed <br />LMCD*s may be in conflict. <br />E. Develop A Storm Water Run-Off Computer Model - <br />An alternative way to handle the hardcover would be to <br />establish specific run-off rates for specific rain fall <br />rates based on topography, soil conditions, and the <br />amount of impervious surface. While this type of <br />modeling would be possible and would really get at the <br />issue of hardcover run-off, it may make what is already <br />a difficult exercise infinitely more complex as each <br />property would need to do a topographic survey and have <br />that computerized to the model. <br />ACTION ALTERNATIVES - <br />1. Accept the information. <br />2. Indicate any desired direction. <br />3. Take no action. <br />4. Table. <br />RECOMMENDATION - Given the range of alternatives the following <br />are recommended as the roost fruitful approaches to address the <br />problem without a substantial increase in City staff or expense. <br />A. Explore upgraded standardized language and inclusion <br />of survey with property filings. <br />B. Require a reconfirming survey of hardcover as a <br />condition to satisfy the variance with the possibility <br />of security to ensure that such a reconfirmation is <br />completed . <br />C.
