Chief Kilbo's Memo Dated 7/25/90 <br />ISSUE - Determination by Council as to whether they want to alter <br />the current arrangements for bow auid arrow hunting. <br />INTRODUCTION - As noted in Attachment B the success of the <br />program has been somewhat limited with approximately 5 deer being <br />taken in each of the last 3 years. In contrast the "road kills" <br />have averaged 20 to 25 per year. <br />In a phone call one property owner Indicated the deer continue to <br />be a growing problem particularly for persons raising <br />crops/flowers and apples in the northwestern portion of the <br />community. <br />DISCUSSION - The primary concern of the police department has <br />been the fact that the administrative problems associated with <br />this program have outweighed the benefits (even though the City <br />receives a $10.00 fee). Issues and alternatives related to the <br />hunt which is only during the bow and arrow season of October and <br />December are listed below: <br />1. Procedures have to be simplified. <br />2. Raise fees to ccr: '^'nsate for the administrative work. <br />3. Simplify procedure for the number of sites and/or <br />licensing. <br />4. Hold the hunt every other year. <br />5. Eliminate the hunt entirely. <br />6. Increase the number of sites (we currently have <br />five.) <br />7. Allow for more hunters in the site. <br />As noted in Attachment C, if in fact/ there are greater numbers <br />of deer, the number of takes may increase. <br />Alternatives are: <br />1. Allow the hunt every other year.
