Presentation to Council regarding information of transient <br />merchants regulation and alternatives. <br />2. Allow Council the opporcunity to determine what regulation <br />they may desire of transient merchants. <br />INTRODUCTION - Council at the the June 25, 1990 meeting requested <br />that the sta ff come back within a month with recommendation on <br />dealing with transient merchants. <br />DISCUSSION •• The City has not had a substantial amount of <br />transientinerchants conducting business outs,.de nf a <br />place of business to any great degree. However, t. re have been <br />a couple of perennial vendors, including Mr. Penke, over the last <br />four or five years. In addition they are increasing requests to <br />allow such an itinerant vending of merchandise. <br />Attachment B represents a survey of the different ways <br />surrounding cities handle these types of merchants. <br />The City’s ordinance does set forth three categories under i‘.;s <br />solicitation ordinance: <br />Business Sollcition - This is a Person who sel_ls_a <br />producTor^ervices^rom other than an established place <br />of business. <br />Contribution Solicit - These are pe«^sons generally <br />affiliated with charitable relig.ious or public interest <br />groups who uses a telephone or goes door to door <br />solic ing contributions. <br />Transient Merchants - These are persons ^ar e <br />merchandising from one locatiog with patrons 9^ <br />that location to obtain their prodvcts rather t they <br />going door to door. <br />AS you may recall the term transient merchants v\s de'ined bacis <br />I
