12/22/89 <br />[ ttpoM A <br />ASSESSMENT AGREEMENT <br />THIS AGREEMENT made this 1st day of January, 1990, by <br />and between the City of Orono, a municipal corporation <br />hereinafter referred to as "CITY" and Paul Smith & Associates, <br />hereinafter called "ASSESSOR". <br />1, Employment. The City, which is a separate <br />Assessment District in the County of Hennepin and State of <br />Minnesota, does retain and employ the ASSESSOR to perform all <br />functions required of local assessors by Minnesota state <br />statutes, cooperate with the Hennepin County Assessor by <br />supplying the needed information for each assessment year, and <br />maintain a fair and equitable assessment for the CITY and its <br />taxpayers . <br />2. Functions of Employment. Functions of employment <br />shall include; <br />1) Effective communication with residents, business <br />people, and city officials regarding agreement <br />practices and policies. <br />2) Physically inspect and revalue 25% of the REAL <br />property as required by law. <br />3) Physically inspect and value all new <br />construction, additions and renovations. <br />4) Conduct valuation reviews prior to Board of <br />Review. Approximate dates - March and April. <br />» 5) Attend Board of Review. Per Board request, make <br />all necessary review appraisals. <br />6) Keep updated filed card file - current values, <br />homestead and classification data. <br />7) Print, mail and post full year homestead cards. <br />Process midyear homestead applications. <br />8) Respond to taxpayer regarding assessment or
