3. <br />g. Some boats are more environmentally harmful than <br />others - e.g. large power boats vs. sailfish; yet <br />the LMCD plan does not consider the environmental <br />effect of these conditions or establish a standard <br />for density or even consider the possible <br />necessity for numerical limitations on particular <br />types of boats. <br />The plan is misdirected in focusing on the promotion of <br />increased use of the lake and the establishment of new <br />access points and recreational land destinations for <br />boaters particularly as a first priority, and as a <br />precondition for future regulations. <br />a. <br />d. <br />These matters have been the subject of several <br />previous reports as stated in the plan, are the <br />special concern of other agencies, and are not <br />part of the mandate of the LMCD; <br />While the implementation of those plans will have <br />an effect upon the environment, an environmental <br />plan is needed now, not afterwards; <br />The environmental question is not who should have <br />access or pay for it, but how many and what types <br />of watercraft are being or will be used, and how <br />this affects the lake; <br />So far as the environment is concerned, the LMCD <br />should immediately: <br />1. Establish the permissable density standards <br />for optimum environmental protection and for <br />purposes of boating safety; <br />2. Seek increased enforcement of existing <br />regulations with emphasis on additional use <br />of the water patrol, and consider methods of <br />increased cooperation with and use of local <br />police agencies (drunken boating, littering); <br />3. Require and encourage boat users education in <br />right of way rules, etc., and in safe <br />operation of their boats through licensing of <br />boaters and certification requirements - e.g. <br />power squadron certification is available; <br />■» <br />4. Adopt appropriate rules relating to noise <br />pollution, "quiet waters," speed, wakes, <br />etc., and ensure enforcement; <br />5. Give parallel consideration and regulation to <br />the effects of wintertime use - ice houses, <br />snowmobiles, cross country skiers, etc.;
