second Task Force was formed. They concluded that the levy limit <br />should be independent of the city's limitation. The Management <br />Program recommendation is consistent with past studies into LMCD <br />funding. <br />Present expenditures on the lake are approximately <br />$600,000. This includes the LMCD funding by the cities, <br />donations to the LMCD exclusive of milfoil, Hennepin County <br />expenditures for lake improvement, and funds for the Water <br />Patrol. In order to accomplish what Orono wants accomplished, it <br />will take an additional $400,000. Three-fourths of that is for <br />more patrol hours on the lake. The rest is for the increased <br />regulatory and enforcement programs needed for the lake. <br />Page 3, paragraph 6. "While the present makeup of the LMCD board <br />has inequities built into it which are readily apparent to the <br />different communities, all members are essentially concerned with <br />'pi s^'rving the lake,' and that is the sole reason for the LMCD. <br />The suggestions that other agencies which are not directly and <br />immediately affected by ti*e lake and which have other purposes <br />and priorities, plans for its future be given position on this <br />board, is unacceptable to Orono." <br />RESPONSE: The organizations that were added to the Board <br />were selected by the Intergovernmental Relations Subcommittee <br />members after protracted discussion of alternatives. O •ono chose <br />not to participate in those discussions. On the average, we had <br />at least seven of the mayors in attendance at any one time. <br />Other communities were represented by council members. <br />The reason for adding these foui’ agencies is specifically <br />because they have essential programs on La' e Minnetonka. Their <br />stake in the lake matcnes that of the 14 c .lies. Suburban <br />Hennepin Regional Park District is the largest single landowner <br />on the lake. The Watershed District has regulatory programs that <br />are essential to protect the lake from pollution. Hennepin <br />County commits more money to Lake Minnetonka operations that the <br />combined 14 communities. The Metropo.itan Council controls <br />capital and operation funds for regional’ park and open space <br />programs. <br />In addition to these firianc'.al anc! regulatory commitments, <br />the addition of the four new agencies reflects the desire to <br />obtain county-wide funding for la;-.e programs. The other cities <br />have expressed a strong desire to have all persons who benefit <br />from the lake and lake programs contribute to the ost of <br />operation. That is the basis for the county-wide tuX. <br />We believe the same close relrttionship between the city and <br />the city-appointed Director will be maintained under the proposed <br />board structure in the Management Program. The four additional <br />members 'ncrease coordination and communication. We do not see <br />it as a significant decrease in local control. The cities will <br />still have 14 votes. <br />49
