Bernhardson, City Administrator <br />PROM: Dorothy Hallin, City Clerk <br />DATE: July 17, 1990 <br />SUBJECT: Survey of Cities - Re: Solicitors/Street Vendors <br />After contacting the communities listed below the following <br />information is provided: <br />City currently has a Task Force which is <br />undertaking a review and revision of the sol icitors/transient <br />merchant licensing procedure. Currently the fee is $22.00 for a <br />1 year license. There are no sales allowed in a residential area <br />and all applications are reviewed by the Police Department and <br />the Planning Department. The City requires a letter from the <br />property owner. <br />Minnetonka - All transient merchant/street vendors must have <br />proof of licensing from Hennepin County License Division and a <br />letter from the property owner. The application is a conditional <br />use permit and takes approximately 45 days to process. All <br />signage must also be approved by the City. <br />Hennepin County License Division - A street vendor's license is <br />$50.00. The license is obtained at Hennepin County Government <br />Center, southeast corner of 2nd floor. The license is issued at <br />the time the application is made and expires one year f'om issue <br />date. <br />Eden Prairie ~ All transient merchants/street vendor licenses are <br />reviewed by the Planning Department. Their policy states such <br />activities must be on commercially zoned property and include a <br />letter from property owner giving permission. Sales are not <br />allowed in right of way or green areas. Sales can not be <br />conducted from any required parking area. Sales are allowed on <br />sidewalks only. Signage is also reviewed. License is for 1 year <br />and takes approximately 30 days to process. <br />Maple Grove - Police Department reviews all applications. <br />Initfal investigation fee is $15.00 plus license fee of -$10.00 <br />for one month or $35.00 for one year. Letter from property owner <br />is required. Police review for traffic safety. Sales can be in <br />either commercial or residential zone.
