Site limitations including soil <br />characteristics and lot size may require Alternative System design <br />for the repair, alteration, extension or replacement of existing <br />systems, or for the construction cf new systems on lot'* record <br />as of the date of adoption of this Section. In such cases, the <br />City shall have authority to approve, conditionally approve or <br />disapprove the proposal. <br />5. Subdivision proposals may include <br />Alternative Systems for one or more proposed lots. In such cases, <br />the City's review and recommendations shall be forwarded to the <br />Planning Commission and Council for inclusion in the review of the <br />preliminary plat. The Council may approve, conditionally approve <br />or disapprove of the proposal and may require that the proposed <br />subdivision be redesigned to reduce or eliminate the use of <br />Alternative Systems. <br />E. Building Permit Applications. No building <br />permit shall be issued by the City for any new building which will <br />be connected to a new on-site system until the site evaluation <br />report and system design specifications as required by the Design <br />Manual have been reviewed and approved by the City. No building*^ <br />permit or plumbing permit shall be issued by the City for any <br />expansion or alteration of a uuilding or use connected to an <br />existing on-site system, until such system has been inspected and ( <br />certified by the City as being in compliance with this Section. ^ <br />Whenever the addition of bedrooms or plumbing fixtures, or a change <br />in the character or intensity of the established use is proposed, <br />the City may require the review and/or replacement, repair, <br />alteration or expansion of the existing system or any portion^ <br />V^thereof. <br />F. Subdivision Applications. No subdivision, lot <br />division or replatting for the purpose of creating a new building <br />site, which property includes the use of on-site systems, shall be <br />approved by the City until a site evaluation report as required by <br />the Design Manual has been reviewed and approved by the City, and <br />all existing system.s have been inspected and certified by the City <br />as being in compliance with this Section. <br />1. Wherever the site evaluation report indi­ <br />cates slopes in excess of 12%, or percolation rates slower than 60 <br />minutes per inch, or ground water table less than five feet deep, <br />or soil classifications requiring the use of Alternative Systems, <br />the site evaluation report shall also include specific system <br />design specifications as normally required for building permit <br />applications. <br />2. As part of any subdivision, the owner shall <br />grant to the City in a form approved by the City a perpetual <br />of entry to allow for the future inspection of all systems, which <br />right of entry may be filed in the chain of title for the property. <br />ORONO CC 494 (4-1-84)
