If approval is granted for additions without the second <br />bathroom, require a covenant be filed that owner agrees to <br />not add a second bathroom until City sewer is available. <br />Staff Recomnendation <br />This is a case similar in nature to others the City has reviewed <br />in the Stubbs Bay area, wnere expansion of the house ultimately may <br />increase the need for municipal sewer in the area. <br />For the reasons noted above, staff would hesitate to recommend <br />full approval until such time that City sewer is available. If the <br />sewer ultimately does not occur and the existing system fails, it is <br />unlikely that a conforming septic system could be developed on the <br />lot, and the City would be in the position of having to require a <br />holding tank or having to allow repairs that would need setback and <br />design variances.
